yes I read the other reviews before I bought it an yeas buying the kit on sale is worth it, the hat alone is well made it does have a elastic band on it you can restring a sturdier elastic band or glue to a headband, the glasses are for a smaller face like a child or small lady, the neck band is well made but does run small for a skinny girl or child but you can always put the neckband on the hat as a hat band or make a wrist band, still helps if your starting your steam punk look

Great Kit
I got this kit because I'm slowly getting to be a fan of steampunk, and believe I can make a costume around it (though the costume in the picture would've been great too), and this kit was great for the price. The hat is cute, the glasses are nice, and the choker looks good too. Its not a bad kit for the accessories you get, though the belts I would've liked too. I can't wait to build a costume around it.
